The winner must show proof of insurance and a valid driver's license to receive a vehicle, and sign an affidavit of eligibility, tax information including a Social Security Number, proof of identity and a release.

The headline prize needs $1,000,000 in total donations. Below that, the winner gets only 25% of the gross donations. The campaign page showed $454,700 donated when read on 2026-10-01, under the $1,000,000 minimum. Earlier Shelby sweepstakes rules read in this audit (2026-02 to 2026-08) carried no such minimum.
